Different interpretation of points in EN standards

Hi Guys,

We have a bit of an issue regarding the interpretation of a single point in an EN standard. The detail for now in unimportant, but what I would like some clarity on, or reference to is the following.

It was always my understanding that if something could be interpreted from an EN standard in two ways, then it is acceptable in both ways. Does anyone have an opinion on this?
