Do you need welding procedure per ASME IX for poison pad welding?

A poison pad (SS) is deposited on a low alloy steel material, after PWHT,this pad is welded to another piece of SS. what kind of welding procedure should follow for the poison pad welding per ASME Code? seems to me, it is not buttering, not overlay. Do we need a WPS per ASME IX for this welding (not structural piece).

Yes, you should have a Section IX WPS for welding to the poison pad.

If WPS is required, Should this be qualified as CRO?

The WPS should be qualified as either groove or fillet welded based on what you need to attach to it. I don't see how a CRO qualification would be of use in this situation. The poison pad should be stainless steel and you are attaching a stainless member to it.
