Draft Adds mass of a Cored hole? 1

On a print if you specify a cored hole at the bigger side, then specify a 2 deg. draft adds mass, is the draft specified the included angle of the core, or is it per side? I believe it is per side (which would be a 4 deg Included angle) but can not find this in a standard any place. I also believe we need to define this better on the print.
