Dual string well with leak on both tubings

I have an issue I am trying to understand. There is a well with two strings - a long string and a short string. Both strings have been established to have a leak - there is communication with the annulus. However, the pressures on the short string is different from the long string. The long string pressure is similar to the annulus pressure. One will expect that there will be equal pressures on all strings due to the communication.
Is there any explanation for why there is no pressure equalization after leaving this well for a while for this to happen?

It is possible that there is are different heights of liquids in the two strings above the point of communication leading to different surface pressure readings. This is based on the assumption that oil, gas, and water are present in both strings. It would be helpful to draw a wellbore diagram of all perforated zones, plugs, packers, packer fluid, and pressure gauges to really understand what you're describing here.
