OUTGOING 11 KV EARTH cable has 65v leakage current what could have been the causes if all the R.M.U were checked and confirmed to be okay.

b) 65v leakage current,
c) R.M.U

Can you kindly enlighten the relevance of RMU and what are the other items; 11KV EARTH cable and 65v leakage current.

I can only guess 65 V on open delta at secondary of voltage transformers ..
 
It could be the potential difference between the meter earth and the earth point for MV earth cable.

I agree with Raghunat.
In my opinion also, the cable shields of three phases insulated cores was open-not earthed-at one end but earthed at the other end, and the 65V was measured between one shield and the Earth. In this case a capacitive voltage divider was created and the 65V was the part beyond the insulation. That means the core insulation is not damaged.
