Earthing grid.

Dear sirs,

When is the right time to start putting earthing mat in substation? The control room building is near to plinth level and foundation of transformer is completed.

First, a foundation grounding has to be prepared before concrete pouring and to provide connection points for grounding grid.
If the outside equipment and buildings lay-out is final the designed grounding grid [electrodes, horizontal laid copper wire grid and other underground parts of the grounding system] may be installed.
If the "final" lay-out needs to be modified, the eliminated part must be recovered in another area and the new touch and step voltage must be calculated and completed.
 
Also need to consider whether it is a new site or with existing grid elsewhere adjacent.
More control required if interfacing with existing earth grid.
