Engineering consultant (or mfgr) needed to develop a very small hydraulic vane motor and vane pump

I am looking for someone with specific mechanical engineering experience to help design a very small(0.2 - 1.0 cu in/r) light-duty (<100psi, <2GPM) custom hydraulic sliding vane motor and a custom hydraulic sliding vane pump based on our specification and create CAD models for prototyping and production. Big plus if we can work with a manufacturer to develop and produce this design for us in quantity. But we are open to other ideas/arrangements/offers.
