Can you use envelope on linear dimension? It is commenly used in holes. But if we look in old keyway standards they often use h9 for width length and thickness and back then envelope was included in h9.

Per ISO 286-1:2010, the envelope requirement does not apply anymore and so to invoke it, the size callout should be supplemented with the (E) modifier in accordance with ISO 14405-1.
 
I don't see a reason why it could not be used, although I agree it is not as common application as for cylindrical features.
 
By the way, the opening paragraph of ISO 286-1:2010(i.e., the document that states the (E) modifier needs to be specified to invoke the envelope requirement) says the following:

"1 Scope
This part of ISO 286 establishes the ISO code system for tolerances to be used for linear sizes of features of the following types:
a) cylinder;
b) two parallel opposite surfaces."
