Erosion Control Certification for Contractors

I was wondering, do any counties/municipalities require Contractor's bidding for City jobs to require any erosion control certifications?

Many counties are placing a greater focus on environmental protection/bmps/npdes, etc and responsibilities on their staff for contractor oversight, I was wondering is there any mechanisms to educate the Contractor of such other than adding the necessary info in the plans, specs, or contract.
