Erosion Control Certification for Contractors

I was wondering, do any counties/municipalities require Contractor's bidding for City jobs to require any erosion control certifications?

Many counties are placing a greater focus on environmental protection/bmps/npdes, etc and responsibilities on their staff for contractor oversight, I was wondering is there any mechanisms to educate the Contractor of such other than adding the necessary info in the plans, specs, or contract.

State of Delaware Sediment & Stormwater regulations requires Contractor Certification.

Here in MD we have an online course to get folks "certified". Basically, we need someone onsite who has been trained and certified to implement any repairs or issues an inspector might find during an inspection.
