FCA drawing / Edit Format Block issue

I am working within Fiat/Chrysler Teamcenter creating a drawing. Does anybody know why when I try to Edit-Format Block-Fields, that this option is not available to me. I have used this many times in the past, but now for some reason when I select Edit, the Format Block option is not available. (see attached for clarification)

It looks like Fiat/Chrysler have a toolkit for NX (like some other large organisations).
Could it be under a new menu item (like the image)

NX3 to NX11 with almost every MR (24versions)

Thank you for the reply. My system admin needed to install an updated version of NX to fix the issue.
