I'm wondering which are the normative sources for the Vs,100 simplified method, seismic local response with numerical methods and so on, since in Europe everything has apparently been copied, with some modifications, from the American regulations. But... Which ones exactly?
Also, any other recently adopted seismic laws or revisions in the world?

Sorry I'll be more precise:
which are the main federal and international regulatory references for:
-seismic class design
-seismic site response

It depends on the application, but for buildings it would be IBC (International Building Code) and site response would be ASCE 7-05 or 7-10. ASCE 7-10 will be adopted in California Jan 1, 2014, as will the newest version of IBC. The new versions of IBC and ASCE 7-10 use Max Demand (or risk targeted ground motions as compared with the previous geometrical mean).
