Can someone reconcile 'e' for me here? What is the intention of 'e'? Moment arm? That's what A-73 suggests. If so, PW-43.1 is a terrible visual.

The intention of e is to account for bending load W on the attachment, offset from the center axis of the attachment.
 
So I think I figured this out. Instead of arrows on the lines that indicate the action (direction) of the forces, they put arrows on the leaders that label said lines. In other words Wr is a radial (to the tube centerline) force. W acts at some angle to the tube CL with an eccentricity relative to the neutral axis of the attachment length 'e'.
