Flare System on a CNG plant

We are an EPC Contractor and it's our first time to design a CNG plant. We are currently having an intense discussion with my fellows about the requirement of Flare system for a CNG plant.

As many of the CNG facilities (mother and daugther station) existed, do not use flare system. And our vendors recommended that venting is enough. But we are still not sure/convince about it.

We hope if somebody could explain their experience about this. Or inform us if there are a good code/standard/recommended practice about CNG facilities design.

We are currently designing a CNG station with capacity about more than 20 MMscf.

CNG station doesn't really tell me what you are doing. Can you describe your process, is it just a compression and storage facility?
 
Yes, its compression, storage, and decompression facilities....
 
And if something goes awry, are you permitted to free release the gas?

This would depend on the country. In Germany, eg, Berg Amt prefers cold venting e.g. for NG underground storage facilities.

Is this the unit where you compres the gas or may it also be e.g. filling stations?
