Annex C
C.3.3.3: Deck plates shall be joined by continuous full-fillet welds on the top side. On the bottom side, where flexure
can be anticipated adjacent to girders, support legs, or other relatively rigid members, full-fillet welds not less than
50 mm (2 in.) long on 250 mm (10 in.) centers shall be used on any plate laps that occur within 300 mm (12 in.) of any
such members. A minimum of three fillet welds shall be made..

Is stitch weld is required on roof bottom sides Or leave it with No weld.

This section is very clear. 2" in 10" stitch welds within 12" of objects where flexure is anticipated. No weld is not an option in these areas.

Underside welding is required where flexure is anticipated. The code does not require underside welding in other areas. If the underside of the IFC is to be painted, underside welding will be needed, but that is not because of the API code.
