Free state modifier -in and out of the FCF's-

Just looking in ASME Y14.5-2018 fig 8-13 I have noticed that F symbol is gone from the FCF.
Going back in history here is some summary:

ASME Y14.5-2018: F OUT of FCF (No free state modifier in the FCF of circularity with AVG diameter)
ASME Y14.5-2009: F IN
ASME Y14.5M-1994: F IN
ANSI Y14.5M-1982: F OUT
ANSI Y14.5-1973: F OUT

So, we can predict our future standard developments?:)

Now, seriously and in a considered manner, do you have any idea on why the latest change has been done regarding the F -free state modifier-- in 2018 version of the standard?
Was the meaning of this symbol changed over the years (from 1973 to 2018)?

See the discussion ( specifically my response (9 Sep 19 21:21). The meaning of the free state modifier has been narrowed to only be used in conjunction with a restraint note/requirement and all references to "free state variation" have been removed. Additionally AVG diameter now constitutes an explicit (instead of implied in 2009) exception to rule #1.
