FRP control joint dowels in SOG

Any good resources on design of fiberglass dowels for slab-on-grade control joints?
I'm designing a plain concrete slab-on-grade that cannot have steel in it for grounding reasons.
I don't trust aggregate interlock, as the forklift loads will be pretty high.

ASTM Committee D30.10 has published specifications for fiberglass rebar.

Found this, but these bars seem to be deformed, which is not what you want for control joints. Maybe they can provide smooth bars, or maybe you have to use a plastic tube on one side of the joint.
