Gear Blank Help.

Im trying to make a hand crank, what I need is 2 identical gears with a 2.25 center distance. Speed is slow number of teeth doesnt matter,
Ive been trying to decipher the gear info in Machinery handbook and online and my old brain isnt working. I have 3 gear cutters , just wondering if someone can give me a OD size and number of teeth I need to make them.

I can't read the corroded numbers - what is stamped into those?

The gear pitch diameter = #teeth/DP. A 2.25" center distance would make each of the 2 gears have a 1.125 pitch diameter. For the 8 DP cutter the number of teeth would be 1.125 x 8 = 9 teeth. Someone better check me!!! (I'm old).
 
Any idea about OD size ?

My results are:

8DP 14.5PA
Cutter #6 - 17T to 20T
18T
OD 2.500
Span measurement over 2 teeth, nominal: .582
