General bridge closer question 2

ok, I work with A federal DOT my role includes LOS inspections bridge inspections, roadway design/ construction oversite just to name a few. I am a bit confused as to why TDOT closed this steel bridge for repairs. but allows this concrete structure to remain open, both support Interstate traffic, both have ownership of federal with a moa for maintenance issued to TDOT... I would love an explanation of this because bridge design and construction is not my area of knowledge, I know enough to understand it. we have shut down roads with smaller adt's for less and vis versa..

Load path redundancy. The truss is non redundant. The concrete bridge looks like a typical grade crossing. all they need to do is shift traffic away from the damaged girder. This is commonly done in this situation.
 
I wonder how long it will be before interlocks are installed on tilt-bed trucks that prevent the truck going over 3 MPH if the bed isn't down. Decades? Or centuries?

Or perhaps something simpler: A bright flashing light on the top of the dashboard whenever the bed is up.

Tenn Structure is tied arch structure where the tie is fracture critical. and photo shows it fractured. The tie is designed to takes horizontal reaction rather than the pier which may not be able to take that reaction from arch.
