I am studying for the SE exam and have zero timber design experience. When the exam question asks to verify a 24F-V4, how do I know what is the beams cross section? Is it nominal 2 x 4?

24F-V4 is sort of a grade designation that sets the allowable stresses. Look in the NDS or Timber manual for the glue lam allowable stress tables and you'll see what I mean.

It is a beam with the bending stress, Fb = 2400 psi, and tension lams on the bottom, with specific grades and species of lumber in specific locations. Just read the table in the IBC and get familiar with it.

The size of the beam is not contained in this stress grade rating, the 24FV4 you refer to. That is for you to determine using the allowable stresses associated with that grade.
