GM TOOLKIT ERROR?

We are receiving a error while trying to add a hole chart (TOOL DESIGN - KBTD) to a detail in drafting mode. The error says "Part has been released. Exiting." We have used this hole chart feature hundreds of time with no issue and it only gives us this error with these particular designed details. Does anyone have any ideas how to fix this problem? Thanks

Sounds like you are trying to modify a released part file without revising it first.

These details are already revised. We are just demensioning the drawings for fab.
 
Was the drawing file also revised?

I was able to find the fix. If you go into the TOOL DESIGN KBTD and go to TITLE BLOCK you have to have "DRAWING CHECKED" unchecked.
