groove or fillet?

tube to fin(round bar)weld (attachment welding)

as i know, this is a groove welding, because it is a flare x groove, but the other says its a fillet welding.
can i know your opinion about this?

additional question, how about the acceptance criteria regarding in that weld, is it normal if it is not in complete penetration?
