hardenability requirement for L-80 13Cr Coupling

Please can somebody tell me about hardenability requirement as per API 5CT for Coupling 3-1/2" L-80 13Cr material.

We have received hardness report after tempering, but hardenabilty hardness values for as quenched condition are not mentioned in MTC. As per my interpretation with code, hardenabilty test to be carried out.(Reference API 5CT, clause 7.10.2)
We have raised discrepancy about this and conveyed to manufactuer.
But manufacturer clarifies that hardeneability requirement is not mandatory.

In the 1995 5CT ed, :6.2.8.2. calls for 50% min martensite in Group2 other than C90 & T95. That would require a quench hardness test for 13Cr ; That is unecessary because of the extreme hardenability of 13Cr. I expect recent ed. of 5CT apply this requirement to only conventional L-80.
So ,you are correct if the spec has not changed since 1995.
