Harmonics Source?

Why a harmonics source is represented by a current harmonics source, not a voltage harmonics source? For example, the VFD is a voltage source why it is represented as a current harmonics source?

It draws current in a non-linear fashion. This creates harmonic voltages at the input.
 
In other words, Current harmonics is what CAUSES Voltage harmonics. Voltage harmonics travel from user to user on the utility connection and can make things worse, but what YOU are responsible for is not having too much Current harmonics to distort the voltage.
