Heat Exchanger Performance Testing

Does anybody know of a facility that can performance test a heat exchanger? The heat exchanger type is basically a tube bundle between two heads that is submerged in water for cooling hydraulic fluid. It is not a shell and tube heat exchanger. I would like to have the heat exchanger tested at different flows, inlet temperatures, and ambient temperatures.

Sounds like what you need is a submerged (open-top pool-type) water tank with the hydraulic oil being piped into the tubing, right?
 
Thanks for the information. I will definitely check out the research center. Yes, you've described the test setup correctly. We attempted our own crude setup inside a large sink, but it was difficult to maintain a constant flow, inlet temp, and ambient water temp.
 
I worked for Thermal Transfer Technology, which we might be of help in conducting test for you on the existing tube bundle. I have a few questions for you to determine, if we can preform the test in our manufacturing facility.

1) size of the tube-bundle's gross dimensions?
2) cross-sectional flow area (water side)? width and height
3) water's Temp. entering the tube-bundle?
