what does it means? Please guide me about following statement

When a plate purchaser elects to perform the required normalizing or fabricates by hot forming (see 4.2.8.1),the plates shall be accepted on the basis of mill tests made on full-thickness specimens heat treated in accordance with the plate purchaser’s order. If the heat-treatment temperatures are not indicated on the contract, the specimens shall be heat treated under conditions considered appropriate for grain refinement and for meeting the test requirements. The plate producer shall inform the plate purchaser of the procedure followed in treating the specimens at the steel mill[/tt].

See section 4.2.8.1 (I don't have a copy of the standard. I suspect that it gives the heat treating requirements.) It would seem this clause would apply when the purchaser chooses to have the required heat treatment performed, presumably, by someone other than the plate manufacturer.

In these cases, the mill acceptance testing (mechanical testing, I presume) is to be performed on full-thickness specimens that have been heat treated in accordance with the instructions on the purchase order

If the purchaser does not specify the heat treating temperatures, these specimens are to receive a heat treatment that is appropriate for the material in order to achieve grain refinement and meet the test results.
The plate producer shall inform the plate purchaser of the procedure followed in treating the specimens at the steel mill.
The plate producer must inform the purchaser of the heat treating procedure used for the test specimens.

It seems pretty straight-forward to me, but I would have to review the whole standard to be sure. I suspect this is to cover cases where the purchaser is going to buy material from a plate producer and have it subsequently normalized and/or hot formed after receipt of the material. If this is the case, this says the plate manufacturer is responsible for performing the heat treating procedure on the test samples as specified by the contract or, if no procedure is specified, using an appropriate procedure. In all cases, the plate producer has to notify the purchaser of the heat treating procedure used on the test samples (i.e., report the times and temperatures used on the test samples in the certifications).

Again, I don't have a copy of the standard, so this may be incomplete. If you cannot understand the requirements, you should either consult someone who specializes in this standard or ask for clarification from API.
