Hello,
All my dear experts please help to understand as per ASTM A216 Gr.WCB Heattreatment process water quenching is permissible/valid.To achieve impact test requirements at -29°C AVG. 27 Joules & IND
21 Joules.
The above statement given by my vendor. As i see there were no any Standard recommends or suggest the practice of water quenching for carbon steels.

Please help me out.

WQT is permissible/valid if it is specified by purchase order. Look at Suplementary Requirements.

Impact test requirements at -29°C is beyond standard condition for ASTM A216 WCB material.
To achieve it can be tricky for thicker parts in normalized only condition.
The vendor offered you a way, how you can get your material with your requirement. Just order it in QT condition.
But small recommendation, if the part goes through third party inspections (ABS, LR...), it is better to have their agreement too before you start.

Thank you, for your clever & thinkful answer. I appreciate and marked it as great post.I found it as Quenched & Tempered.
Is water quenching is better then oil quenching.
I think oil quenching gives better mechanical properties as compared to water quenching.
As, water quenching is risky and has chances of crack & oxidation.
Hence, please provide your opinion on this.
