Help with a WPS 1

I am looking for a new WPS for API 650 construction.
If I was to use 2 plates of G40.21-44WT for the coupon and qualify with bends, tensile, impact and hardness tests would that procedure qualify for all materials in table 4b up to and including group 5.
I thought there was a paragraph in API 650 that explains this but like most things these days I cant find it when i need it.

Generally, the range of parameters that are qualified would come from ASME B&PV Code Section IX, not from API-650.
The range qualified will also depend on whether impact testing is required, among other things.
 
I think I understand that. So tell me where in ASME IX, QW-422 I find G40.21-44W.

What country is that material from ?
If not noted in QW 422 it is deemed as "Unassigned metal" and must be qualified as such.

Thats the one!!
I will use use one piece of P1/G1 and weld it to one piece of P1/G2 it should qualify all groups up to and including Group 5.
