High temperature of Plan 23 Cooling water return line to heat exchanger during recirculation

We have 4 stage boiler feed water pump and it uses plan 23 for mechanical Seal. After necessary maintenance, pump was taken on recirculation line. I observed the temperature of return water to heat exchanger ( heat exchanger used in plan 23 for mechanical Seal) was higher then adjoining running Boiler Feed Water Pumps same return line. Vibration parameters are normal. My question is
1. Is it normal behaviour ? If so why ?
2. If it is not normal then what can be reason?

There is noting abnormal when a HP BFW pump shows higher temp on recycle line when in total recycle - it is the same as heating up the BFW by the same power as the pump motor.
