Is this the recommended anchor in exterior application (in existing concrete)? It will be exposed to temp and weather.

I use the Hilti Hy-150 all the time with either stainless steel rod or the Hilti TZ anchors... slikker than doggie poop...

For cracked / un-cracked you can look at the location and moment diagram of the member you are fixing to (i.e. on a continuous beam cracked at mid-span bottom or at supports top). Alternatively use cracked by default, as this will be a worse case option.
 
Any exposed steel through cuts and field welding get repaired with galvanize repair paint. Of course if the environment calls for SS then it should be used.

One trick to cutting all threads and not damaging the threads is to pre load them with nuts. after cut is made remove the nut and it will self aline the thread if damaged.
