So the contractor built the form but is unable to pour for a while due to some unforseen conditions. Is there a code stipulation as to how long the form release agent can be on the forms before pouring the concrete?

Are you talking a day or two or a week or two? After a couple of days, I would be looking at the supplier's data sheet.

depends on the form material and weather..
If wood, won't last long...a few days at most. if humidity is low....less because the form oil soaks more into wood
If steel, will last a lot longer.

As others note, check manufacturer's info. Will also depend on whether release agent is petroleum based or polymer based
