How to get end plate thickness in this case?

Hi,

I've this end plate with two bolts around each flange , I hope you can give me a method to get this end plate thickness under axial and shear force as illustrated.

I didn't see any forces on your drawing ?
Is this a footplate, an endplate, a splice?
 
I'd assume a standard 45 degree load spread back to a line at the flange tips perpendicular to the flanges and then check flexure there. It's a difficult situation. Strictly speaking, this method isn't as applicable in this situation as it is when the load spread terminates at a stiffening element parallel with the assumed axis of plate bending.

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
