I don't recall ever seeing one quite like that.
Maybe someone was just screwing around with a valve drawing template?

If there's no explanatory legend on the remainder of the drawing set, you need to call up the owner and ask. ... then come back here and tell us what the hell the symbol was intended to represent. It's not a model of clarity to me.

It's a pressure reducing valve with a relief function

The right hand slanted-arrow through the spring means that the spring is adjustable.
 
Thanks Compositepro but it wasn't the arrow through the spring I had a problem with it's the one inside the block with a right angle bend in it.
