I am working on a 4-story parking garage design.
Is it possible to tie drain from trash room into storm sewer ?

I'm going to say no. I'm sure someone will ask what code you use, and to check with your AHJ, but in general I've never heard of any application where a sanitary sewer device was allowed to be taken to the storm sewer (vice versa sometimes...)
