Trying to design an exterior deck made out of PT wood. What types of wood need to be incised during the PT process? I am trying to figure out if I should apply the incising factor or not.

It depends on whether the PT process requires it. I do not know of any that does not requires it, but, there could be some. I would assume that the incised factor would be required for any wood used for a exterior deck in my calculations.

As EOR's we should take the responsibility to design our structures to support the components we allow in our design per that industry standards.

Typically, Southern Pine isn't incised. Most other commonly used species are. Here is an bit from the wood handbook about incising.

"Incising is practiced primarily on Douglas-fir, western hemlock, and western larch ties and timbers for pressure treatment and on cedar and Douglas-fir poles. Incising can result in significant reductions in strength (Chap. 5)."
