Insert plate width reduction

Hello everyone ,

My custome has been asking to follow WRC insert plate width 1.65* sqrt(R×T)only. However, due to fabrication limitation we want reduce the width of insert plate by using FEA.
Q1. Can I customized the insert plate width.?
Q2. If nozzle has no external load but we want increase local thickness by the insert plate for nozzle reinforcement , still width of insert plate has to be as per WRC?
Q3. There is a statement WRC 297 , based on that can I use FEA to optimise the width ?

The rules of this bulletin do not directly cover the treatment of local reinforcement; however, with some judgment in the use of these rules, a reasonable analysis of reinforced penetration junctions can be made.

If the width of the shell reinforcement (pad plate or insert plate) is less than 1.65 RT, then conservatism would require that no credit be taken for the reinforcing material when calculating stress resultants at the junction."
