Patch plate load per para 207-3.5 of ASME PCC 2 -2018

Dear Sir,

Para 207-3.5 of ASME PCC 2-2018 states that "Plug/slot welds may be designed to take up to 30% of the patch plate load.".

Please explain how "Patch plate load" shall be calculated as i could not find the formula to determine patch plate load in ASME PCC 2.
