Insulated Concrete Panel Cracking

Hello, cracking in the interior wythe of sandwich-type concrete tilt panel is occurring on one of my projects. The wythe is reinforced with mild steel, welded wire fabric, and a proprietary truss wire system to create composite action between exterior and interior wythes. The interior wythe is 2.25" thick. Mild steel is detailed to have additional clear cover of 1" minimum where located. While forming, the insulation is removed as required to provide this cover. Please take a look at the attached photos and let me know your thoughts on the cause of the cracking, and whether you think the panel should be recast. Thanks for your thoughts.

Looks like shrinkage cracking. That could be caused by inadequate curing, a bad batch of concrete, or a number of other factors.

What is the reinforcement percentage provided in the internal wythe? How big is the panel? Is there anything that is possibly restraining the panel?
