please, can anyone tell me of a good website that will tell me the pin layouts of intergrated circuits or what the actual chip does, if i enter it's i.c number?

Why not go to the makers site.. That is the only place you will find the latest up to date data sheets.

Google hint: add the string '.pdf' (without the quotes) to your search to find data sheets and other more-interesting hits.
