Is a "shall" in an NFPA a must or is it not compulsory ? 2

Hello,

I was asked this question as the NFPA uses quite often a "shall".
How do/would you handle this topic?

Just remember that a lot of NFPA content are standards which do not become requirements unless the prevailing building/fire code references the section and the year in their documents.

So, in that case, "shall" may or may not mean anything.
