Is a "shall" in an NFPA a must or is it not compulsory ? 2

Hello,

I was asked this question as the NFPA uses quite often a "shall".
How do/would you handle this topic?

"Shall" is also found in "Definitions" in various NFPA Standards, i.e. 10, 13, 25, 72
 
Sometimes the most obvious things dont get into mind. Thanks for that hint!
 
Just remember that a lot of NFPA content are standards which do not become requirements unless the prevailing building/fire code references the section and the year in their documents.

So, in that case, "shall" may or may not mean anything.
 
There is such a thing as voluntary compliance. If compliance is claimed, then the shalls shall be met.
