Is it allowed to have existing service under ground anchor

The existing service is about 4m under ground level while my the anchor is about 2.5m deep at the same location (free length zone). Is it this okay? (I know it is okay if the service is above the anchor with this much clearance but not sure about if it is under. I don’t see the difference but maybe I am wrong?)

Sounds ok from the service point of view (sewer at 4m deep?)

A drawing or sketch would help.

Yeah. I haven’t done or seen this service this deep (but that’s the figure that I got from the authority) and that’s why I am asking. It is prestressed ground rock anchor tie-back wall.
 
That doesn't help me I'm afraid.
