IS it mandatory to mark 1.API monogram, 2. License# & 3. Date of mfg. (mm/yy) on Bolt/nut/stud manufactured as per API-20E & API Spec Q1, If yes then how to comply these requirements on small size bolt (1/2" B7 Bolt)?

You should read the marking section 8 of API 20E further details, but from what I am seeing no you do not need to apply an API monogram or date of manufacture to the bolts for any size, unless it is in the specification of the specification of the equipment manufacturer order the bolting. You do however need to mark the bolts in accordance with the appropriate ASTM spec as well as marking the BSL level and heat lot number. For bolting less than 1 in. The heat lot doesn't need to be marked on the bolt, but the container needs to have that information as you can't mix heat lots and maintain traceability.
 
The monogram marking requirements are no longer in the product specifications - they are in API Q1 and the monogram license agreement. Contact API if you are unsure about how they should apply in a specific case.
