KPI for process plant

Dear All,

We're planning to have O&M Contractor for a petrochemical plant and KPI will be used to evaluate the O&M Contractor performance. Our idea of KPI consists of 4 criteria:
- Operation avaliability
- Energy Intensity Index
- Maintenance Index
- Lost workdays injuries
However, O&M Contractor proposed that the Energy Intensity Index and Maintenance Index is used for Refinery only, not for petrochemical Plant. Actually, i have no experience on this field. Therefore, i would like to have recommendation from you. Thanks

Those indecies can be used on anything from an ice cream factory to a nuclear facility.

Yep, i understand that those indecies can be used by any industrial factory, however, how to define/ calculate is the question? As i mentioned before, we have Solomon's marks applicable for Refining industry for reference. However, for other industries, do we have standards for those indecies?

The problem that You will find with KPI's in any industry is trying to compare to other facilities certain indicies. Your O&M contractor has not explained themselves enough I would venture to guess.

Because crude oils are all different, the amount of energy used to make one commodity mix will be different for each crude oil feedstock. So getting a plant to plant comparison that is spot on is not possible. The KPI energy index will be of an internal value to compare you plants performance against itself, but not very well when comparing the plant to another plant 4000 miles away
