Lap length

Hi all,
For lap length determination, ACI says, we need to use the smaller diameter bar in calculations. Normally by logic we have to use larger diameter bar. Could anybody here explain the the reason behind?

The smaller bar is the weakest part of the connection (freebody diagram).
