Limitation on seam welded API 5L pipes for high pressure piping chapter IX:ASME B31.3 1

Hi forum members

Reference: ASME B 31.3 chapter IX, table k-1, allowable stresses in tension for metals for chapter IX.
Material spec. API 5L Gr x42 to x80.
Note 6: this type or grade is permitted only in the seamless condition.

Query
1) For high pressure piping chapter IX of ASME B31.3, code restrict usage of seam-welded API 5L spec pipe. But why such limitation.
2) if such restrictions are to be overlooked what necessary precautions shall be taken(change in API 5L spec./ other technical ).

For query 2 the most important precaution is to have a very large bank account to pay for all the lawsuits.
 
1) B31.3 for historical reasons just doesn't like welded pipe. For high pressure pipe they clearly don't want anything other than seamless pipe. Too much risk of failure.
2) Make sure your name doesn't appear on any drawings or documents... If you don't follow the code then you can't take credit for it in the event something goes wrong

If you don't like the restrictions, try and find another design code to use which does allow it, but probably has other onerous clauses...

Flaws in welds (and undetected defects)are more conducive to promoting failure.
