Linear Couplers

I have a question about linear couplers and have not had much luck finding an answer. I have looked through all my protective relaying books, relay literature, and the internet. I also have asked two of my journeyman and a junior relay engineer for help. So far no one has been able to help me. Not to bore you anymore, but I just wanted to show I have tried on my own and now would greatly appreciate some help.

The question seems simple enough:

"When testing a linear coupler with a high current source, what is the relationship between primary and secondary phase angles?"

Any help would be greatly appreciated.
 
should ideally be close to zero, in the minutes level.
