Live Load on Security Fences. 8

What kind of live load would you apply to a 14'-0" tall security fence? I usually try to incorporate the handrail loading (50 plf or 200#-300# concentrated) but it doesn't apply intuitively in this instance.

Someone already mentioned wind design. Design for wind first. Take that design and compare it to a reasonable lateral fence load from trespassers. The problem is adding a feature for looks that creates a structural load requirement. 14' tall is really tall for a inconsequential fence. I have architects add sloped roof awnings for looks (6' wide for example) and then insist they do not need to be structurally sound because they are for looks only.
 
I've designed for wind, live, dead, and seismic.
**The design was approved by the building department this morning.
