loosing sketch constrain !

when I start a sketches on any existing models by snapping an edge or the face, sketch still be not constrained to the point where i have snapped, sketch still will be unconstrained and free to move in all DOF.
is there any setting that i could set to contrain on choosen edge or point automatially.

For example,
In below image , i started a sketch snapping an edge 'A' and point 'B' of the sketch still will be able to move back & forth , why point 'B' automatically doesn't create a coincident constrain on the edge 'A'? why again i need to create a manual Geometric constrain to keep coincident to the edge 'A'

I think it would help if Pt B was dimensioned to the CenterPoint of the circle, not the face.

If the plane of the sketch passes through the centerline of the shaft, create a sketch point at the intersection of the plane and the edge. Now that point will be constrained 'on' the edge.
