Low cost PIC development tools 2

I'm looking for low cost development tools for PIC16F7x7 family.
Does anyone have good suggestions for:
1. C-compilier for PIC16F7x7 family.
2. In-circuit programmer debugger for code development
and testing.
3. Production in-circuit programmer.

I think we all have had them at one time or another. I saw
it today at a bookstore: A book titled "the guide to
working for an Idiot".

Oh well, I'm contracting now. So I get paid by the hour. If
they don't like my suggested path, then I feel that I've done my feduciary part of the relationship, and I'll be glad to mop the floors as long as they pay me my rate.........
