Members not part of the FRS - Concrete Column lap splice location

Was the requirement to put the lap splice in the middle third of the column removed? ACI 318-19 Section 18.14.
I haven't even found it in the SMF section.

It has been awhile since I looked at one of these.

18.14.3.3 Where the induced moments or shears exceed or if induced moments and shears are not calculated (a) through ( d) shall be satisfied

(c) Columns shall satisfy 18.7.4, 18.7.5, and 18.7.6.

18.7.4.4 Mechanical splices shall conform to 18.2.7 and welded splices shall conform to 18.2.8. Lap splices shall be
permitted only within the center half of the member length,shall be designed as tension lap splices, and shall be enclosed
within transverse reinforcement in accordance with 18.7.5.2 and 18.7.5.3.
